Smogon's CaP project is an ongoing process in which new Pokémon are created for the purpose of learning more about the OU metagame. Basically the community submits stuff in various areas (general concept, typing, movepool, artwork, etc.) and then votes on it. The CaP pokémon are implemented (sprites and all) on the CaP server on Shoddy Battle and can be played in real battles and such. It's pretty cool. CaP11 is basically just starting (the concept submission thread is open as of today).
